      It is such a pity that you would be bowing out of the Civil Service just when good things are starting to happen.
      I was connected for 15 years (from 1980 to 1995) in one of the GOCCs. It was then that I got my Career Executive Service Eligibility. However, way back then, the CESO label is just an appendage to one’s name. However, upon the assumption of our new President, it was made clear that the CESO would be given the attention it so deserved. I rejoined the Civil Service on June 27, 2011 backed with my CESO Eligibility. On June of this year, I was appointed to an original CESO position as CESO III.
      Just to mention a few incident why I said that good things are starting to happen, let me narrate to you three of my personal experiences:
      1. It happened last March 2011. It was 11:30 in the morning and all that was left
      of my renewal for my driver’s license is is the picture taking. When I arrived at
      the photo booth, I was surprised to see the photographer still around and he
      willingly took my picture. Can you imagine that happening during the previous
      administration?
      2. I had to seek clearance from the Civil Service Commission for my conferment
      of CESO rank. I arrrived at the CSC at 7:30 in the morning. A clerk instead of
      telling me to wait for the 8:00 opening gave me the form to fill up while waiting
      and told me to queue at the cashier’s office. And the cashier’s office opened at
      8:00 a.m. So instead of falling in line for two times, I had to for only once. That
      is really the implementation of the CSC motto “Mamayan muna, Hindi mamaya
      na!”
      3. Since my office is located near the LTO in Pampanga my wife requested me to
      get the preliminary forms for her license renewal. At 7:30 in the morning, the
      clerk issued us the forms so that we could already fill out the forms. Again I did
      not have to wait for 8:00 a.m. so that I could just get the forms.
      These are only minor improvements. However, what is important here is that the Civil Servants are realizing that the people are the real “boss” and that they should be served promptly. And these minor things happening thousand times in many government offices, make the Civil Service a lot more efficient.

      The other thing that caught my attention is your interrupted doctoral studies. It took me 10 years to complete my doctoral degree. Hence, when I became Dean of the Graduate School in AMA University, I took it upon myself to convince those who have completed their academic requirements to work on their thesis. I told them I will talk to their respective Deans not to renew their contracts unless they enroll on Thesis Writing. It worked for majority of them. One of them even gave me a jusi barong when she completed her master’s.
