    • As per guidelines, the contest is OPEN TO ALL government employees, regardless of status, EXCEPT:
      • Civil Service Commission employees and their relatives within the third degree of consanguinity or affinity, and
      • those who are employed under job order or contract of service.

      • Just want to clarify regarding the exception on who could not join the essay writing contest. Are those employees that are working under job order of the Civil Service Commission only or other government agencies also?thanks

  1. Isang magandang pagkakataon po ito.Sana po ay makasama kami na mga contractual employee na makapag-sumete ng Essay.
    Isang mabuting pagkakaton po ito upang kami na mga dating scholar at eligible na apat(4) at mahigit na taon na na nagsisilbi sa gobyerno ngunit contractual pa rin ay makapgpahayag ng saloobin sa pamamagitan ng paligsahan na nito.

    • Dear Rebecca,

      Contractual employees are qualified. However, those under Contract of Service/Job Orders are not covered because they do not have an employee-employer relations with the government.

        What do you mean as employee-employer relationship? I am currently working as SRS for Engineering Research and Development for Technology – UP Diliman, a project under the DOST. All of us in the office work under Contract of Service. But we are in contractual nature as how the UP administration classify us. Can we still join the contest?

        • Government employees refer to permanent, provisional, temporary, substitute, co-terminous, casual, or contractual employees. Contract of service a.k.a. job order is NOT considered government service. Please take note that “contractual” and “contract of service” are two different terms. If the former, yes you’re qualified to join, as per guidelines. You may clarify your status of employment with your HRMO. For further questions, please call (02) 931-4180 or (02) 932-0111.

    • Inasmuch as we’d like to accommodate all requests, we have to limit our target participants to government employees only as these contests are in line with the celebration of the Philippine Civil Service Anniversary. We appreciate your interest though. Thank you.

  5. Hello, I am very sorry to know that i’m not qualified pala to join. I am not a goverment employee, at least just yet. 🙂 I applied for CoA but up to now wala pang appointment, but it would be an honor to work for the government someday.   8. first of all, I want to thank God coz He allowed me to passed the CSC Exam (2nd level). im so, so hapi! PRAISE THE LORD! ahm, sayang gusto ko rin po sanang sumali sana po may ganyan din na open sa mg aprivate individual. better luck next time nlng po sa aming gustong sumali hehehe!

      You can still participate in the Philippine Civil Service Anniversary. The Fun Run is the only PCSA event open to all and it’s the kickoff event to formally open the month-long celebration. 🙂

  11. hi there! about your guideline in the essay writnig contest that says :
    The title of the essay and the name of the writer/contestant must be indicated at the top lefthand corner and the pagination must appear at the bottom right-hand corner of each page.

    do you mean that pati sa every page mag aapear sa upper left corner ng page ang title at name o yung sa pagination lang iyon applicable? salamat po! God bless!!!!

  12. I submitted my essay last July 18. Until now I don’t receive a notification or any message. I keep on calling the landline numbers but nobody is answering?

      • Thanks. Is it the one I’ve sent last July 25? I made a little revision in the pages when I read here that the title and the name should be seen in all pages. So what I’ve sent last Wednesday is the final entry. I’ve also sent a hard copy via courier. Thanks a lot and happy anniversary. God bless everyone. 🙂

          • 🙂 By the way, I forgot to say that the following day I called up again, and the people whom I talked with were very approachable. They attended to my concern right away and they found out that no email was received. So they advised me to resend it and told me that I can also try the snail mail or courier. Very good service!   23. I read in one of the comments that you also accept word.doc. I think you don’t have to change your rules. An ms-word format is editable, unlike a pdf file. This change in the ruling might expose some entries to editing by some scrupulous persons, biased to some entries. I just cannot understand, why all of a sudden there is a change in rule. I pray that this contest will be free from “dayaan.” How are entries treated, I assume that entries does not have a name inside the document, only the title of the essay.

    • We did not change the rules. Some participants, though, do not have a DOC to PDF file converter so we did not outrightly reject such entries. We understand your concern. Rest assured that this contest will uphold integrity and fairness at all times. As to your question on the treatment of the entries and subsequent procedures, please contact the GAD (Gender and Development) Secretariat.

  26. gud pm po. kelan po announcement of winners? can we view the list of winners on this page as well as their essays? do the losing entries also become properties of CSC or can the authors use them for other contests?
